Millard was first elected to this seat in 2004, when John Gordner was elected to the Pennsylvania Senate. He worked for Bechtel Power Company and PPL before his election, and was in leadership with the United Brotherhood of Electrical Workers. He is a director of the Bloomsburg Fair.
Millard graduated from Bloomsburg High School in 1971 and from Bloomsburg University in 1988.
