Old Lycoming Township, Pa. –Three individuals from Tioga County were charged after a police officer came across them passed out in a running vehicle in Old Lycoming Township, Lycoming County.  

Ryan V. Arena, 29, of Wellsboro, Kacie M. Breon, 25, of Mansfield, and Travis F. Huck, 24, of Wellsboro, were charged with possession and use of narcotics. Huck, the alleged driver, also was charged with driving under the influence and possession of narcotics with intent to deliver.

At 2:55 a.m. June 5, 2019, Officer Kenneth Brown of Old Lycoming Township Police Department came across a vehicle sitting in the middle of Beauty Runs Road facing east toward the Route 15 overpass. The vehicle was running and the rear brake lights were activated, Brown wrote in the affidavit.

When Brown approached the vehicle, he noticed the three occupants appeared to be passed out. “The driver’s head was tilted back and his mouth open with drool coming out of it,” Brown wrote in the affidavit. The vehicle was still in drive. Brown reached into the vehicle to put the vehicle in park and observed drug paraphernalia syringes and syringe caps.

The vehicle was reportedly registered to Brion, who was sitting in the back seat. Brown observed a double sealed blue waxine packet of heroin and multiple syringes near her. Those items were later determined to be hers, according to the affidavit.

Huck was remanded to Lycoming County Prison in lieu of $250,000 bail. His bail was reduced to $30,000 and he was released on September 25. He will appear in Lycoming County Court on October 7.

Arena awaits his preliminary hearing at the office of District Magistrate William C. Solomon on November 20. Brion’s case was waived for court.
