WILLIAMSPORT -- Russell C. Smith, 36, of the 700 block of W. Edwin Street, Williamsport, received charges of making terroristic threats and disorderly conduct after he allegedly threatened a woman and her children in his neighborhood.
Around 12:30 a.m. on March 28, 2019, police were dispatched to an apartment at the 700 block of W. Edwin Street for a report of harassment. A female victim reportedly told police that Smith was throwing things at her window and threatened to come upstairs and "shoot her kids" if she didn't tell them to be quiet, according to the affidavit written by Williamsport Bureau of Police. Officer Michael Corter noted that the children in the victim's apartment were tucked in and sound asleep. The victim reportedly told him that this was not the first time Smith had threatened her and her children.
When the officer questioned Smith, he became confrontational and began yelling that the children "are always yelling and running around at all hours of the day and night," according to the affidavit. Officer Corter observed that Smith was "heavily intoxicated" and he had an empty bottle of liquor on the floor next to where he was seated.
Smith allegedly continued to be confrontational with Officer Corter when he mentioned he should contact the landlord about the issue or move to another place. Officers Corter and Geesey then began to leave the apartment, but Smith emerged from the building yelling and videotaping the officers on his cell phone. A large crowd from the connecting apartments began to gather, according to the affidavit. Officer Corter advised Smith to go inside or he would be charged with disorderly conduct. Smith refused and Officer Corter took him into custody, although a "struggle ensued" when he tried to put him in handcuffs, according to the affidavit.
Charges were filed at the office of District Magistrate Christian D. Frey. Smith posted $35,000 bail.
