Williamsport – A City man was charged recently with allegedly running a drug ring while he was in prison. Daqwan Alford, 39, whose current address is listed in court papers as Lycoming County Prison, allegedly negotiated narcotics deals via telephone while he was incarcerated in August of 2018 at Columbia County Prison.
Investigators were led to Alford after they arrested James Riles, 49, on October 26, 2018 for allegedly selling heroin to an undercover officer. During an interview with Riles in December of 2018, Riles told police that Daqwan had run a heroin operation in which he and Alford’s Wife, Dominique Alford, 28, were a part of, according to the affidavit. Daqwan ran the operation by making phone calls to his wife Dominique from prison. In addition to arresting Riles, police also arrested Dominique Alford on October 26, 2018 for several counts of delivering heroin to an undercover officer.
The Alfords had a separate cell phone to conduct their heroin operation, according to the affidavit. Riles came on board in August of 2018 when Dominique gave him the phone to use. Riles then sold heroin to an undercover officer on August 27, 2018. Several days after that sale, Daqwan called his wife while Riles with her. Riles spoke to Daqwan on the phone and they reportedly negotiated prices for the bricks of heroin.
By April of 2019, investigators obtained recordings of Daqwan talking on the prison telephone and negotiating prices for the heroin. A DVD recording of the August 29, 2018 phone call showed Daqwan speaking with Dominique. About 11 minutes into the call, Daqwan asks his wife if he can speak with “O”, which is what he called Riles on the phone calls, according to the affidavit. Riles then reportedly got on the phone and the two negotiated heroin prices.
Daqwan was charged with felony counts of conspiracy or possession with intent to deliver and criminal use of a communication facility. District Magistrate Christian D. Frey set bail at $125,000 monetary. Alford will appear in Lycoming County Court in front of Judge Marc F. Lovecchio on August 26.
Daqwan also received charges in Lycoming County on December 11, 2018 for allegedly selling heroin to an undercover officer.
