Malcolm is a 13-year employee of PennDOT and District 3's Chief Negotiator in the Right-of-Way Unit, but he may be even better known for his volunteer work outside of PennDOT. During his job he oversees the negotiation of land acquisitions and relocations that are required when additional right-of-way is required for PennDOT projects, and outside of his job, he helps kids get involved with bicycling.
Malcolm’s coworkers and community know him as a charitable person. He recently volunteered for a bike event held in Williamsport for the city’s Summer Day Camp children, with less than 24 hours’ notice. At the event, he inspected bicycles and made minor repairs, spending his own money on parts and tools when needed. He also recommended a repair specialist for a more advanced issue on an adaptive bicycle and offered to pay for the repair personally.
Further proving his dedication, Malcolm is also an active member of the "Bill Craver’s Bikes for Tykes" program in the district, which to date has assembled and donated 450 bicycles to the local Toys for Tots program since 2011.
Malcolm lives in Sunbury with his wife Evelyn. Together they have five sons and 10 grandchildren.
