Williamsport -- Williamsport Bureau of Police Chief Damon Hagan announced today at a press conference that the suspect involved in the homicide and robbery at 1944 West Fourth St., Williamsport, was arrested during the early hours of Aug. 6, 2019.

Ikeem Fogan, 21, of Randall Circle, Loyalsock, was apprehended after found sleeping inside a Sheetz convenience store, according to Chief Hagan, after what he called “very extraordinary work by the investigation unit.”

Fogan allegedly entered the Uni-Mart just after 9 p.m. Sunday, Aug. 4, armed with the intent to rob the store. According to Police, he shot and killed Rhonda McPeak, 48, an employee of the nearby Dunkin’ who was on her break. Fogan also allegedly shot the store clerk, who was taken to UPMC by ambulance and treated. 

“The investigation culminated, I am happy to report, with the identification of the suspect, one Ikeem Fogan, and his arrest in the early morning hours. He is in custody downstairs as we speak,” said Chief Hagan. 

Fogan, who’s Facebook page includes numerous photos of him target shooting, has a prior record, including misdemeanor criminal mischief, flight to avoid apprehension and disorderly conduct after allegedly causing $4,800 damage to a home at 1185 High St. He was recommitted to Lycoming County Prison for the July 2018 crimes in lieu of $10,000 bail.

Hagan commended the PSP and other state and local officials in their participation in this arrest and in the number of complex investigations currently ongoing in the city. “We will stop this level of violence that has occurred in the recent past.”
