Animal Cruelty Reported in Clinton County - A Mill Hall dog owner was charged with cruelty to animals after he allegedly left his dog locked inside an enclosed vehicle in a parking lot. PSP Lamar Trooper Hildebrand said Brian Scott Barler, 37, of 817 Auction Road, locked Toby, a Jack Russell breed dog, inside his Ford Freestyle around 6 p.m. on May 21 in the parking lot of KMart off Hogan Boulevard. Hildebrand said the front passenger and driver side windows were cracked one inch while the rest of the windows were completely rolled up during the 86-degree weather. The interior of the vehicle was extremely hot and Toby had no water or means of escape and was panting profusely, Hildebrand said. Barler was cited and released at the scene.
