Alleged Retail Theft Charges Pending Against Bellefonte Man - PSP Montoursville say charges are pending for a 33-year-old man following an alleged theft incident in Loyalsock Township. Troper Jared King said around noon on Nov. 27, 2013, Arthur Leaton Phillips III, allegedly entered the Giant Food Market on East 3rd Street, Williamsport and proceeded to fill his shopping cart with multiple items. Once the car was filled, Phillips attempted to leave the store, but was stopped by the store's loss prevention personnel before he was able to walk out the door. An argument ensued and Phillips fled the sene without any merchandise, King said.
