Scarnati Announces Donetta D’Innocenzo to Serve as Chief Clerk of the Senate

HARRISBURG – Senate President Pro Tempore Joe Scarnati (R-Jefferson) today announced that Donetta M. D’Innocenzo has been selected to serve as Chief Clerk for the State Senate.

“I am pleased to announce that Donetta D’Innocenzo will serve the Pennsylvania Senate as the next Chief Clerk,” Scarnati said.  “I feel confident that we have found the right individual who will serve with integrity and independence.”

Scarnati said that Donetta D’Innocenzo will begin her role as Acting Chief Clerk on December 27th.  Ms. D’Innocenzo will be the first woman to be sworn-in as Chief Clerk of the Pennsylvania Senate, pending confirmation by the full Senate.

According to Scarnati, Ms. D’Innocenzo was chosen for the position after a nearly three-month search period and consideration of numerous qualified candidates.  She had previously served as Acting Chief Clerk in the 1990’s.

Ms. D’Innocenzo said, “I am humbled to accept the position of Chief Clerk and eager to begin serving the Senate in this capacity.”

“My goal as Chief Clerk will be to continue the policy of fiscal transparency and cooperation that Senate leaders have instituted,” she said. “I am grateful and excited for the opportunity to return to the Senate and look forward to working with each of the 50 members of the chamber.”

As an elected officer of the Senate, the Chief Clerk is responsible for all financial functions of the Senate.  In addition, the Chief Clerk acts as the Open Records Officer under the Pennsylvania Right-to-Know law and serves as Secretary of the Senate Committee on Management Operations.

The Senate Chief Clerk oversees a staff of approximately 70 Senate employees, including those in the Chief Clerk’s Office, Accounting Operations, Benefits Administration, Facilities Management, Senate Mail Room and Commonwealth Mail Processing Center.

“Serving in the capacity of Chief Clerk requires a solid understanding of fiscal issues, respect for the institution and the ability to work effectively in a bipartisan method,” Scarnati stated.  “I know that Donetta will be an outstanding addition to the chamber and provide excellent management as Chief Clerk of the Senate.”

For nearly 30 years Ms. D’Innocenzo has worked in state government and government relations.  She received her Bachelor’s degree from Shippensburg University.  Ms. D’Innocenzo will receive a salary of $145,000.

Ms. D’Innocenzo was selected to fill the vacancy of W. Russell Faber who will retire on December 31, 2013.

“Russ has been an exceptional leader and served the Senate with distinction for over 30 years,” Scarnati said.  “I am certain Donetta will carry on that legacy and be a great asset to the Senate of Pennsylvania.”
