Local shooting results in death of former PCT student

According to the Williamsport Sun-Gazette, on Jan. 9, 2013 at 5:30 p.m., a former student of Pennsylvania College of Technology was gunned down and shot to death roughly two miles from Lycoming’s campus. The victim was later identified in an email sent to PCT students, faculty and staff as Terell Henderson-Littles of High Street, a man who had taken classes at the college during the fall semester of 2012, but was not presently enrolled. The shooters were unidentified and not held in custody until twelve days after the murder.Pennsylvania College of Technology activated their “PCT Alert” emergency response system, which sent text messages to members of the campus community and requested them to stay away from the area. All campus buildings were placed on lockdown, and emergency-management protocols took effect.

and email alert system.Daniel Miller, Dean of Student Affairs, stated in an e-mail sent to students, faculty, and staff on Jan. 24 that local law enforcement officials never communicated to the College or the Department of Safety & Security that the Lycoming campus was at risk during the event, and no emergency messages were sent. The Clery Act of 1990, which applies to all colleges and universities who participate in any federal financial aid programs, states that “[e]ach institution…shall make timely reports to the campus community on crimes considered to be a threat to other students and employees…that are reported to campus security or local law police agencies. Such reports shall be provided to students and employees in a manner that is timely and that will aid in the prevention of similar occurrences.”
